(WinXP w/SP2) Desktop settings wallpaper browse button non-functional. Any
suggestions on repair, such as missing or corrupt system files? Other ideas?

Is the "Browse..." button grayed out? Check here:
Options to change wallpaper may be missing or unavailable on a Windows
