- Appropriate permission to download email

Office 2003, outlook. I have moved office from an xp system. When I try to
"Send/Receive" I get an error message that I do not have the appropriate
permission and am unable to get emails.
I am the only user on my VISA computer. This is a POP email account. When
I look at Help, I see referance to Tools/Options/Delegate. I do not have the
Delegate tab.

Delegate tab will only show when using an Exchange account, not POP3.
