Office 2003 Accept Licence prompt keeps appearing.

I just installed office 2003 on a new laptop that had Microsoft works
preinstalled. Anytime I open word, excel or outlook a get the Microsoft End
User license agreement. I accept it and can then access the programs but I
have to do this each time I open one of the office programs.

I uninstalled Office and ran the MS cleanup utility and still have the
problem. Has anyone else ran across this and have a solution.

Log in to Windows as Administrator, start an Office program, accept the
EULA, close the Office program, log out of Windows as Administrator, and
log back in to Windows using your normal user profile.

If the previous suggestion doesn't help, then see
http://support.microsoft.com/?kbid=884202 "You must accept the Office
End User License Agreement every time that you start an Office program".
