I have an OEM version of Office 2007 installed. The computer crashed losing
everything. I downloaded the backup OEM from the microsoft site, not wanting
to wait the 30 days for the disks. It completed the download. How do I start
the re-installation?

There are trial versions on MS site not OEM Versions

This was the microsoft site on the Office case that said it is a backup. I
am assuming it is a full replacement. It said it was the same as the backup
disks that will be sent in the mail, just get it sooner.

An OEM version is one supplied, usually, by the PC supplier and not by MS.
There are several versions of Office, you need the correct version to use
with your key.
Where did you obtain Office from, initially, and exactly what version?

I used my product key from the OEM installed Office 2007 case (with no disks)
to request the backup /recovery disks from the microsoft website as
instructed on the case. The backup disks take up to 30 days to be delivered
or download immediately. I downloaded the files. I am just trying to run the
the installation or setup execute file. The program has been downloaded. It
did not prompt me to install or setup. I am looking for that file.

As this is an OEM product supplied with your PC, it is the PC supplier who
supplies the disks, not MS.
The OEM key will not work with a trial edition that you downloaded from MS
