Where can I find how I can configure Vista Ultimate MC?

Some of the things I am wanting to do is configure the weather to default to
our area instead of San Francisco.

Also I would like to be add access to the Australian Version of MSN video
(http://video.msn.com/?mkt=en-au&brand=ninemsn) to the existing US listings.
Tried using RSS feeds but they only enclose a jpg not the video source.

I just cannot find how I can do these things any help would be appreciated.
