3 possibilities:

1) He did eat paint chips

2) There is intent behind it and it's actually rather smart

3) Its a programs' output. One that would categorize verbs, nouns, adj,
subjects, predicates, etc. and insert them based on rules only and not
necessarily meaning.

Looks kinda cool to me and #3 or #1 are the probables
