(Sorry I can't be more helpful -- in my 10+ years of OS/2 usage, I

And no, I'm not doing a forced sorting, or running in list view (I've
seen people do this... :P). My desktop has 9 items on it, arranged by
hand, and every one is locked in place.

I suspect it's caused by having more than one (conflicting) piece of
software which tries to adjust the desktop size.
Try making sure that the eCenter 'reduce desktop work area' setting is
disabled, if you run eCenter/xCenter.

I don't know if these work but if you look in:
x:\ecs\system\ewps\install\
you'll find 2 CMD files 'deinst.cmd' and 'delobjs.cmd'. If you
want to remove the extensions you could give them a try.
