Yes, it means you have been sync'ing at 6MB and Bulldog have been
capping you to the 4MB service you were on.
As such, you will get at least 6MB in future.
Your upload speed (512K) is also faster than the 400K Bulldog
officially advertise.
Generally speaking the SNR Margin falls by about 6, each time you
double the ADSL sync rate and you need an SNR Margin of 6 to maintain a
stable connection.
As you have 6MB with an SNR Margin of 11.3dB its quite possible your
line may support 8MB.. - you would have to ask Bulldogg to increase
your sync speed and see if you encounter any disconnection problems or
not.

Thanks - does it make any difference that those figures are from a 2mbit
sync? Some people seem to be saying the SNR weakens the faster you go at.

Yes, it makes a difference that those figures are from a 2MB connection.
As a general rule, the downstream SNR Margin falls by about 6 (could be
more/less - depends on each line), each time you double a ADSL sync rate and
you normally need an SNR Margin of around 6 to maintain a stable connection
at a given speed..
As such 2MB to 8MB will mean a reduction of around 12dB, while a 512K-->8MB
would be a reduction of 24dB..
