Cost of broadband, perhaps we're lucky?

Been trying to sort out a mates problems using voip in Australia, the
problem being on skype, his connection drops out when I connect my webcam.
On checking his speed it transpires he's on a 256k connection with Bigpond,
here's what they're charging also see the d/l limits!
They're charging £90 for a one port router/modem.
Note - 2.5 australian dollars to the pound.

Is australian broadband really that bad or is it just that one provider? £40
per month for an "unlimited 1.5Mb connection" that will be slowed to 64KB/s
once 10GB has been surpassed. I thought the UK was severely lagging.

I seem to recall while I was over there that broadband was being offered for
around 30 dollars. 2.5 aussie to the pound....that was a few weeks ago.
