What would no flashing sync light on a known working DSL modem
indicate...no ADSL signal from the exchange?
Have tried 2 modems on 2 different machines, and in all instances, there
is no attempt by the modem(s) to sync with the exchange, i.e the light
doesn't even flash/illuminate
If the light flashes but stays flashing, that means it can't sync for
whatever reason (i take it?) but no light at all...?

Have you tried a new cable or a new filter???

Everything form new cables to new filters [1] has been tried.
All other phones were removed from the circuit, and an unfiltered
connection was even tried.
[1] i used my own known to be working Fujitsu filters, modem and cables

Apologies, hindsight is a wonderful thing.
Reading it thru, it wasn't stated, however, i can tell you that this is
a newly activated, as yet unused installation.
