Hi,
Do you know of any dialup numbers, username and passwords for pay as
you go German ISP or websites for German ISPs that offer this service
to people who where don't have a German address? Thank you.

If you have cheap International calls available then you can try
http://www.aardvaak.net and use their 0845 662 1309 access number with
a username and password of guest - this works from abroad.
