how big can exchanges be?

Can a exchange which has broadband only be in a 5.5km radius? so a town with
a 11km radius to cover it all will be made into two exchanges.

depends on urban density... a block of flats might go up 20 floors but still
only take up the floor space of say 10 houses... ya dig?

It depends how many people live there. In urban areas, there are so many
people within a 5.5km area that there will be two exchanges.

But in rural areas, one exchange might serve people up to 15 km away, who
would obviously not be able to get ADSL.
