I am using 0.9.9.9 (beta 2) - but are there any tools that allow you to
exclude your unmetered period

Exactly.

Scheduled Tasks > Properties > Settings > Stop the task if it runs for x
hours/minutes.

I just tested it on my W2K Pro machine and it successfully started NetMeter
and stopped it a minute later.

YMMV.
