The traffic lights are probably connected to a phone line for remote
control (eg when an ambulance needs priority) or diagnostic monitoring
(phones home when a bulb fails). That line may be DACSed with yours. If
the DACS box is in the traffic light control pillar BT may need the
council to open the pillar and pull the fuse so there aren't any live
parts in the pillar.
