This is a separate issue. The fact that something else goes wrong,
that partially counteracts the "improvement", does not make the
improvement a lie.
Having said that, I'm not convinced it was ever going to improve the
service in terms of making it better than it currently was. All it was
going to do was stop the predicted degradation of the service.
They *might* try to argue that if things are now better than they
would have been, that is an improvement, even if they are no better
than they were, but IMO, that is stretching the definition of

definition of the word/s it is offensive and being offensive or abusive is
against most AUP policies.
