Pipex - the difference between new customers and existing customers

I have got several people onto one of the new Pipex offers.
Pipex Mini with Broadband & Anytime phone calls for 19 quid.

Why can't existing customers change to this?

Pipex say it can't be done at all at the moment
and that if and when it can be done
there will be a downgrade fee of 58.75.

Where is the problem?
With BT or Pipex?

And would it work to migrate from Pipex to an another ISP and then come
back to Pipex as a new customer?

Virgin don't have a 12 month contract period but if you cancel you get
fined (Cancellation fee) about 50ukp.

Why would the problem be with BT? Pipex decide what to charge their
customers based on their own commercial model and what they pay their
suppliers.
