This may be a stupid question, but I'll ask it anyway:
If you already have a broadband connection but are changing ISP, do you have
to go through another stabilisation period, or is at a one-off process the
first time you get a BB connection?

Various broadband forums seem to be full of people who have done an ISP swap
and subsequently had a low profile for a few days.
When I had a BT engineer connect new phone lines after an intermittent line
problem, it took 3 days to gradually creep up to its max.
