Yep they are absolute rubbish at the moment at peak times :-(
Supposedly "fixing things" but I don't see it myself.
Absolute rubbish!
And a 12 month contract too - hilarious!

Recently moved house and was told my max connection was 512kpbs at the new
house.
Tested it with BT last night and it was 1483kpbs.
1243kpbs is the reading now.
This is with Tiscali.

You're not on your own Brian, my 1MB service gives around 320kbps max.
Perhaps we should start a forum/website to discuss the shortcomings of this
ISP.
Any suggestions for the name of the URL chaps (and chapesses)?

Yes, it may well we there, but a site devoted entirely to the downward
spiral of this ISP would be a damn good thing.

Just testing my bandwidth on a 1MB connection and the speed is 316kbps max
and that is in the middle of their Fair Use Policy times, so they should be
doing better than that at this time dont you think? Crap or what?

They probably aren't buying in enough bandwidth to
Telehouse and LINX, to save money. That's why they
quote speeds as "Up To". Even if your ADSL line to
the exchange supports 1 or more Meg, your ISP may
not have the cappacity to support its user base.

All the time
Its been crap for months now. Ever since they dropped the 512k package in
august/september time. A completely crappy service.
They even sent my mate a warning that he was breaking the Fair Use Policy
and he only ever uses the net for a bit of light browsing and email.

Tiscali actively turn down the connection speeds at their end, so a 512k
customer will still get a 2Mb connection indicated on their equipment,
that's if the line will support 2Mb off course.
It's very possible that the OP hasn't been properly set up at Tiscali's
end

No Kraftee, its just Tiscali. I have contacted them several times about my
poor speeds, but they don't improve any regardless of the fact.
They just can't seem to get it right. My 1MB connection has been
constantly poor for the last 3 months of more. I don't think 320kbps is
good enough for a 1MB connection, do you?
My sister is with NTL on a 1MB package and she reliably gets 980kbps + all
the time.

It was just a thought, I've known ISP's to lose customers passwords
(literally...their server went down & they didn't think that they needed
a back up..go figure) I've known ISP's to actually change user names
before now, so the possibility of being incorrectly configured
especially with Tiscali where they do most speed controlling from their
end isn't/wasn't in the realms of impossibility.
Oh & yes it's to bloody slow & your sister is lucky if she is really
getting that speed as a sustainable rate. I won't bore you with my
experiences of NTL...

There are two separate measures, the clock speed which may indeed
indicate 2Mb, it is in fact a pipe, if you throttle the connection you
are drip feeding the pipe, and get a crap rate of delivered speed.
That's what you get when you spend your money on advertising and
not on delivering a good service.

I am with Tiscali by way of Toucan. I get 900 - 1000 Kbps in the daytime and
the sort of speeds you quote in the evening. I have only been with them for
a month and previously had decent speed with Wanadoo.
I play COD online in the evenings and my ping has gone from 50 with Wanadoo
to 160 with Toucan/Tiscali.

I used to be with Tiscali and have a 512 connection that often ran
slower than the slowest dial up modem.
It took me several weeks and 3 letters to Tiscali's chief exec to get away.
Have a look at the comparisons and forums at http://www.adslguide.org.uk/
I have been with VISPA for nearly 2 years with no real problems.
Currently got a 2Mb connection.
I have just run a speed test and got the usual results as below.
Downstream 1886 Kbps (235.8 KB/sec) 2036 Kbps (inc. overheads)
Upstream 241 Kbps (30.1 KB/sec) 260 Kbps (inc. overheads)

I am the same, Tiscali via Toucan which is crap piled on crap really. 4 am I
can get speeds of 900Kbps (dont ask why I was checking it at 4am) and now
8pm, 250Kbps
Thank god my contract is up in 4 weeks.

A strange thing happened yesterday. Toucan contacted me to investigate my
complaint, I was too busy so could not go through any of the checks with
them. Later in the evening I checked my connection and it was great. Speeds
back to 900 Kbps+ and pings of 40ms when playing Call Of Duty, this at
21:00hrs !!
I will monitor the situation closely in case it was a one off fluke. Strange
it coincided with that phone call from th "Level 2 technical team".

it was uploading at 25kBps before I did the test).
It does get slower at some times during the day, and not always inside the
6pm-midnight slot they quote.
