there does not seem to be much progress on LLU on many exchanges, are
BT dragging their feet and obstructing LLU process ??

Yes, as it's the end of BT services. BT will likely be split up in the very
near future due to this, perhaps within a few years

*MUCH* more likely to be the LLU operatots "cherry picking" and/or going
cautiously!
