It sounds like you have a SpeedStep processor in your system. If so (and
given the numbers you report), it would normally run at 500MHz when in a
battery-saving mode, and 650MHz when not.
However it is strange that the BIOS does not say that you have SpeedStep if
your system was designed to support it. If a SpeedStep processor is
installed in an older system, it will only run at the lower speed.

Is it ok for a laptop to show two processor speeds, one in windows xp system
settings (498 MHz) and the other one in bios (650 MHz)? Which one is the
real speed?
