I have another post regarding this same laptop but I wanted to share my ebay
story as well. I had a buyer purchase my laptop using BUY IT NOW and after
paying me sent me an email asking me to ship to Russia. The note said [in
broken english] that a few friends were chipping in for a computer to send
to their friend in Russia who was a foreign exchange student. Then she sent
$120 for shipping.

I do eBay auctions all day long. Not computers, I do coin auctions and I
ONLY ship to the confirmed address. I told this person that I am shipping
to the confirmed address and would refund the shipping difference as soon as
she signed for the package. That person got nasty ... threatened to cancel
the payment etc etc .. trying to get me to change my mind. But I wouldn't
budge. NOPE .. NOT SHIPPING OUT OF THE COUNTRY PERIOD, I told her.

Good thing .. Hijacked Paypal account. WORD OF WARNING .. there is NO SUCH
THING as SELLER PROTECTION. First came the charge back, my Paypal in the
hole for $1700. Then when I didn't get my laptop back, or thought I didn't
... I was told that since there was no signature - NO PAYPAL PROTECTION ..

I followed EVERY RULE .. Confirmed address, shipped within 7 days ...
delivery confirmation .. special delivery, only the name on the Paypal
account can sign .. etc etc .. But lets just say that I didn't get the
package back. If the buyer didn't sign .. and if someone would have stolen
it on the way back, Paypal would not have covered me. And not only that ..
I still have to pay the Paypal fees. How about that ???

Moral to the story ... the is NO SUCH THING as seller protection. I was a
BIG BIG fan of Paypal for years. Thought they really looked out for the
seller if the seller didn't screw something up .. but it could possibly go
wrong and a seller could be out the money .. That's all ..

Moral to the story .. 1] Don't ship your stuff out of the country .. You are
NEVER covered .. confirmed addresses only count in the US ... and 2] Don't
ever get over confident thinking Paypal will stand behind you .. the first
thing they look for is NOT the crook, but for a reason to NOT protect you.

I was lucky .. according to the discussion boards on ebay .. many are not so
lucky.

Any Paypal payment that I have ever received out of the country showed as
not covered under seller protection. Their problem is if it turns into some
legal issue or credit card issue - their hands are tied when it comes to
collecting money or fighting charge backs. That is what my account rep at
Paypal always told me.

I would have to actually look at an overseas payment, I can't remember how
it displays .. either NOT PROTECTED or the address is UNCONFIRMED .. Our
eBay business usually ships to foreign countries and to tell the truth
[other than my personal mess] the only problem I remember .. was shipping to
Puerto Rico .. they said the package arrived empty. I put the coin in the
package myself .. We sent him a refund, hated doing it. but it wasn't a big
amount.

My husband went to PR just after 9-11. Back when you couldn't bring baggage
on the plane. He arrived same time as his luggage, but his laptop was gone
from his suitcase. OH WELL .. the company laptop .. not his personal.

Why would it be? The only way one would not be shipped over seas is if
you lived in Tiawan. There may be sanctions against a few countries
but not all.

Perhaps you are right. I found one internet article that claims that there
are export sanctions being applied to Microsoft software against the
following countries: Cuba, Iran, Libya, North Korea, Sudan, and Syria.

Generally, no. But sometimes.

It depends on how powerful the CPU us and to which country it's going.
Basically, a very few countries (North Korea, for example) have
extremely restrictive export restrictions about receiving computer
equipment that exceeds a threshold level of performance/capability. The
exact laws are very complex, there is a threshold above which you need
an export license, it's dependent on the CPU (and perhaps the amount of
memory installed), and also the country to which it's going. But since
laptops tend to not have the most powerful CPUs, for most laptops going
to most countries, it's probably not an issue. However, the export
regulations should be consulted for any particular shipment going out of
the US. The complexity of just determining if an export license is
require is the reason that many sellers won't ship outside the US.
