having issues with mouse that i can't resolve.

machine is hp, with pad and using HP driver for pad

i use an external mouse most of the time via usb. but everytime i
restart, it doesn't remember the mouse scroll settings (default is 1).
i tried editing the registry under current user -> control panel ->
mouse, but i don't see a setting for mouse scroll. i tried changing one
setting that may be it, but it didn't work.

anyone else have this problem?
