Any way to give priority to one user's processes over another user's?

Here's the idea:

A linux computer that plays videos on screen ( host:0 ) , stays up all the time.
I would also like the same computer to be running some other applications,
on another X console ( :1 perhaps ), where it would be doing some video
encodings.

Now, while the encodings are happening, if I wanted to play a video on the
screen ( host:0 ), can I guarantee that the user logged in on :0 gets
higher priority than those on :1 ? While video encoding is an offline long
and drawn out affair, playing a video clip should work without
interruption.

Where would I start looking and what admin tools would I have to read up
on?

I've got the X server and xdm etc. understood more or less, so that is not
a problem.
