how to make redhat 9 correctly read Arabic language html documents

Hi
I have redhat 9 webserver, online fully updated and patched via rhn
,I have problem in websites hosted on it ,they use Arabic language
html documents ,and the characters look strange like asci language
,you have to click view on browser ,then character encoding and choose
Arabic windows ,and you have to do this on each and every page you
visit . how can I force redhat 9 to correctly choose the right
encoding ?,where can I change language settings ?
