- Add/Remove Programs NOT WORKING - Apps listed but can't uninstall

When I open Add/Remove Programs from the Control Panel, there is a
large block of empty space at the top; then the list of installed
applications is loaded below.
BUT, the Change and Remove buttons are grayed out on all the
applications. If I click or double-click on any application, the buttons
stay grayed out and are inoperable.
Can anyone tell me how to fix the problem?
