Annoying rearrangement of desktop icons on display resize

WinXP pro sp2
When I resize the desktop resolution, for testing purposes of video issues,
all the desktop icons are zapped over to the left size! This is extremely
annoying with a lot of desktop icons.

(1) Is there a way to prevent this??
(2) With multi users on XP Pro, are the video resolution settings
user-specific? (so if I change the resolution on a "test" user, that won't
affect the video resolution on my main account??

Compensatory alternative : set icons to auto arrange

Not user specific. Changing resolution effectively (sort of, anyway)
changes the settings in the monitor. Consequently, it doesn't matter
who the user is.
