- The application failed to initialize properly (0xc00000022)-Need further help

I located the file msvbvm60.dll but there is no security tab for me to
authorise permission. My computer has set a window password and it was
during I return with my password that the The application failed to
initialize properly (0xc00000022) message appear.
Please advise further.
