- Application focus driving me nuts

I cannot get the application focus settings to operate properly. Sometime it
works the way I want and other it wont.
I have the ForegroundLock Timeout set to 0 in all instances in the registry.
Yet when I reboot or power up it doesn't always adhere to that setting. I
even deleted that value and it still does it randomly.
Using Tweakui it seems odd also that when looking at the settings the focus
box is not checked yet the flash count is highlighted. If I check and uncheck
the focus box it turns grey as it should.
This is really giving me fits and any help would be appreciated. Is there
somewhere else the system looks for those settings?

Can you explain what you want the app to do? What app is it? Upon Reboot XP
will decide itself which processes to load first ...

I want all apps to steal focus instantly. It's odd that sometimes on either
start up or reboot it works the way the settings say and others it doesn't.
The system is only a few months old and very little is loaded. It did seem to
happen after I loaded Macromedia flash.
I'm sure there's a setting somewhere that I'm missing I just don't have a
clue where else to look.
