- Backup utility not saving the complete registry

I don't see the SAM and SECURITY hive files being backed up when I use
Windows' Backup on the directory C:\WINDOWS\system32\config
How would someone be able to restore those hives if they became changed?
Are there any other important system files that don't get backed up by that
utility?

You must back up the System State in order to back up your registry files.
