Has anyone ever been able to create a PE windows environment on CD without
using BART?

I'm curious to figure out hot to create a ntldr and boot.ini for the CD...

Its a great resource and I thank you for the reference...do you have anymore
like this?
I didnt even understand my own post so let me clarify. I like BART's PE but
want to make my own based more closely to the Windows UI . Im using the wrong
newsgroup for this but was also wondering if there is a PE out there already
that emulates Windows GUI and behaviours (like Microsofts *Virtual Lab but
for CD).

* If you havent heard of Virtual labs it's loke the MCE 'test drive'. Try a
20 minute session here http://msdn.microsoft.com/virtuallabs/default.aspx
