Is it safe to just delete the "c:\windows\help\tours" folder in WinXP Home?

Do you have a specific problem with something inside this folder?

No. I just want to get rid of it--as long as it's unnecessary.

Then I can't see any problem in deleting it - but I can't see why it bothers
you.
If you use 'help and support' centre you may get the odd error cannot find
message though.
If space (or rather the lack of it) is the problem, I'd try reducing the
size of your pagefile

Rename the folder. See if you have any niggles afterwards. If no
niggles, then delete it.
