How can i call by dial phone number via internet?

What do you mean:
1. If you have a voice modem, and a dialer (XP has one, I guess, or you can
download a phone dialer or just input the commands in the modem dialing
string), you can use your own phone to speak (via modem) but you have to
dial via dialer.
2. Use a VoIP - Voice over Internet Phone service - use your PC (w/ mike and
speakers) or use phone as on a regular phone line.
