Hi. Can anyone explain -
Why did my internet window not fully open (leaving but one centermetre from
top of computer screen) and then upon deleting 'Register Monitor' did the
window return to normal. That is from Restore to Maximum.
I would like to understand WHY. And I have also deleted some software (or
parasites) that rendered my computer slow and is functioning near normal
now. And if not then I have more software to delete.
Surely there is a Microsoft Hot Fix update to cover this?
Any help is appreciated.

Is Register Monitor some software you installed? If so-ask at the place
where you got it. There is no "Hot Fix" from Microsoft to remove all
parasites. I have many tools and tips listed on my pages to help you

You installed a third-party program that messed about with Windows.
There is no MS hot fix for this since the fault lies with the
third-party program.
As for making sure your computer is virus/malware-free, here are removal

For the window size problem ask the vendor of Register Monitor. Seems
to be a clear cause/effect relationship there.
