Can no longer save downloaded Internet files

For some strange reason, my computer, which I have had for almost 4 years,
will no longer save downloaded files.
It goes through the motions..., download progress, green dots displaying
download is active, but the file never shows in any of my folders.
I tried to save to desktop to be certain I wasn't imagining the problem.
Still, the symptoms persist.
I am wondering if the recently updated "Windows Defender" will have changed
my security status. I do have admin rights.
P.S. When I run "Registry Mechanic, the files I attempted to download are
detected in my "Documents & Settings" {my name], Local Settings, Temp folder.

Another crazy event is I can no longer open "My Computer to the above
mentioned folders. It hangs. What's up with that?

i downloaded defender 2 which all that new stuff from microsoft is beta then
my computer started acting funny. so i uninstalled it. now onecare says i
need to install which i have about 10 times but its not there. i look up in
files and folders search and the updates are there but file not. shortcut is
not valid but none of it will delete because the main file i forget right now
is missing. its beta so i know there has to be somekind of glitches needing
to be worked out.
