Can Not Access User Accounts

Went to Control Panel>User Accounts. The hard drive lights blinks once, then
nothing.

Also tried going through Control Panel>System>Advanced>User
Profile>UserAccount with the same result.

Safe Mode the same, Classic View the same.

Fully updated WinXP SP2

Some registry keys related to HTML may be missing.

Open Start, Run, type without the quotation marks "regsvr32 /i mshtml.dll"
and click OK.

In addition type these commands in the Start, Run box:

regsvr32 vbscript.dll
regsvr32 jscript.dll

Ran all 3 commands in order from your last post using copy & paste.

Got "succeeded" messages on each.

Still get no response when I click on "User Accounts"

What happens if you open Start, Run, type this command and press Enter?:

control nusrmgr.cpl

and if you type this another one?:

mshta.exe "res://C:\WINDOWS\system32\nusrmgr.cpl/nusrmgr.hta"

(I suppose your XP installation is in C drive.)

The problem may also occur if Mshta.exe file is missing, corrupt or has been
set wrong permissions. Expand a copy of Mshta.exe file from your XP CD and
place it in your C:\WINDOWS\system32 folder.
