Can not download files from the internet

I'm having a problem that is driving me crazy!!

I can not download any files from the internet. When I try, I get a message
similar to the below:



This all started after not being able to view videos on YouTube.com or any
of the other videos on NBC, ABC, etc.

I've tried all of the suggestions relative to removing Flash Player, running
'subinacl' using reset_minimal.cmd from Adobe with not success.

The only solution was to create another account, make myself an
'Administrator' (which I was before). This solution worked for ONE day,
then the account reverted to the same behavior as before..(not being able to
view video, and download files).

I can switch to the 'Administrator' account and all is well. I can run IE
(from the new account) as administrator and all is well.

I've virus scans, spyware programs and gotten rid of anything that might
interfere, but to no avail.

Can someone please give an explanation as to what's going on and any
possible fix that has not been mentioned above.

System:
XP Pro SP2 Up-to-date
IE7
ZoneAlarm Anti-Virus
SpyBot Search & Destroy
Adobe Flash Player Ver. 9.0.124.0
