I am getting a message saying "cannot open file devmgnt.msg, may be because
MMC does not exist or it was created with an older version of MMC, or because
I do not have sufficent rights.
I am logged in with admin rights and cannot access device manager in normal
windows.
This just happen recently.
Has anybody had this problem before or knows what it is?

correction with the above message. I CAN ACCESS DEVICE MANAGER IN NORMAL
WINDOWS, BUT CANNOT IN SAFEMODE.
