- Cannot Create New Folders

I am having issues with creating new folders.
I cannot create a new folder in a folder that I created. I do not know what
may have caused this problem as it suddenly appeared after no changes that I
am aware of...
I can create a new folder on the desktop and move it into the other folder,
but when I open the folder that I previously created, I cannot create a new
folder within it.
I can create new folders in my documents and on my desktop only, as far as I
know.
The new folder button does not work. File/New/Folder does not work.
Right-click/New/folder does not work. When in a save as tree, create new
folder does not work.

I also did this...
regsvr32.exe /i shdocvw.dll
and this did not solve the probmem
I am not running an Nvidia driver.
I do not get an error message.
The "New" option is there, as is the "Folder" option when "new" is selected.
When chosen, nothing happens. No folder is created. I have scrolled and
verified that no "new folder" is created.
