MYSTERY SOLVED!
Although it appears that the Behavior list is a standard drop-down menu, in
fact clicking on the downward-pointing arrow will accomplish nothing when
experiencing this problem. The three choices will NOT appear. And that is why
it only appears that the current setting cannot be changed. Instead, pressing
the "A" key successively will cause the "Always Hide" and "Always Show"
choices to display alternately and pressing the "H" key will cause the "Hide
when inactive" choice to display. It appears that this behavior is some kind
of bug, because the drop down menu does work properly on some of my user
accounts and not on others.
So, the solution to this problem is simply to click on the desired item and
then to depress the A or H keys when the drop-down menu appears to be locked
out.
