- cannot get by logon screen

my son has a hp laptop with 2 user accounts - no passwords.
He and his wife have used the computer for more than 6 months and today they
cannot get by the logon screen. It asks for a password that they have not
set. How can they reset the logon or delete the users to get into the
computer?

Either find the password or reload it.

As I said - they have never entered a password for either user. Is there a
way to get by the screen or get into an Administrator screen to delete the
old users?

In XP Pro, you do not need to go into Safe Mode. At the Welcome Screen,
do Ctrl-Alt-Del twice to get the classic Windows logon box. Type in
"Administrator" and whatever password you assigned when you set up
Windows.
Once in, go to the User Accounts applet and fix the password issues. I'd
also see if they possibly installed the .Net Framework 1.1 from Windows
Updates. If they did, then installing the latest Service Pack for
the .Net Framework from Windows Update will solve the issue. See:
