Cannot launch any console apps, returns "failed to init, 0xc000014

Hi All-

Cmd.exe, ping.exe, and unknown other console apps will not open in normal or
safe modes. WinXP reports Application failed to initialize, click to close
the application 0xc0000142 (or something close to that)

I am using Win XP Pro, SP2, IBM T60, English and Japanese Lang support

In addition, I discovered that I cannot edit the fonts for cmd.exe, if I
select the font tab in the right click>properties menu, it kills
Explorer, and Dr. Watson Post mortem apps.

We ruled out corruption of the two exe files (cmd and ping) by replacing
them with known good copies.

Registry rollback has no affect on this issue.

One thing that occurred before this issue.. I needed to install something
that used batch files with sleep commands. WinXP does not support sleep
commands, and I didn't want to root out all of the batch files for editing,
so I installed Srvr2003 Resource Kit. After installation, I was able to use
cmd.exe and sleep commands. Approx 48 hrs later, this issue was found.

Searching here showed one similar case in which the winXP install disk was
run to repair the install. I tried this, but for some reason, it does not
recognize the HD.. They commented that the "dll cache" had been corrupted.

Any ideas?

Also, FYI- After setting Unicode default to English, console apps are back..
Again, looks like font issue.. Will update after more testing.

I found that my console apps returned after I switched the language option
for non-unicode progs from Japanese back to English.

I switched from English back to Japanese, and the console apps are still
working (YEAH!!)

I can only guess that one or more of the Japanese fonts was corrupted.
Phew, no reloads for me!
