- cannot open windows firewall settings

i am running xp pro,fully updated.when i try to open windows firewall
settings,i get this error notice *due to an unidentified error,windows
cannot open windows firewall settings*i have looked in admin tools ,services
and the security center is not listed. the only reference to security is
*security accounts*.i do not know if the firewall is on or off cause of this
error.any advice would be helpful

Do a malware cleanup, and re-apply XP SP2. The missing services should be
restored.

Glad that helped, Alan. Yes, I had that .REG fix in mind, but the problem
does not occur by itself (along with the missing Security Center service).
Hence I suggested to run a malware cleanup first.
