- Can't change windows explorer settings

I cannot permanently change the view in Windows Explorer to list view from
the generic icon view - it works only when viewing the current folder. When I
switch folders it reverts to the icon view. I don't believe I can make any
changes anyway because the "Apply" button is disabled in the Foler Options
dialog box. I'm using XP Professional with SP 2 and all the other up to the
millisecond patches.
I've changed the number of bags, but that's all I've tried with the registry.
Help!
