I can't seem to charge my battery. I leave my laptop plugged in and the
battery icon is green for a while, then flashes red. I don't know what that
means, but I've never had seen more than 30% battery charged.

If the computer is a month old, then likely, the battery is
still under warranty, which is good for you.

Take the computer/battery back to where you got it, or
perhaps to a local licensed repair shop (many mfgs allow you
to go to your nearest outlet if it's under warranty), and
have the whole thing checked.

VERY likely, you'll get a brand new battery that has been
bench-checked, and you'll get apologies.

(since you just bought a computer, they are counting on you
to buy more stuff, so they will want to keep you happy)

(and be nice in here; most folks in here are nice and
helpful.)

Did you read the manual? Remove the battery, power the unit up by adapter,
then power down. Replace the battery and let it charge. Or if you have the
time, use the battery conditioner in the BIOS.
