can't find 'format' for CD-RW, etc

Im running Windows XPSP2. I've formatted many CD-RW's for (both)
re-write and read only. Tonight, I couldn't find the format direction
on the drop down menu. I double checked the instructions at least five
times. I know there should be a 'format' instruction. Where did it
go? How could I lose it?

You don't format CD-RW's unless you want to use packet writing software. XP
does not have packet writing capability. To use a CD-RW, right click the
file you want to copy to CD and select the copy to CD option. You can also
drag the file to the CD drive when in My Computer or Explorer.
