- can't open "Folder Options" (Control Panel) in"Appearance and Them

Hi guys, just got an email giving me a solution how to fix my desktop.
New Problem: now it's doesn't allow me to open the Control Panel Icon >
FOLDER OPTIONS in "Appearance and Themes". When clicking on the icon, it
doesn't do anything (ps: there are no user restrictions = no password or
security setups).

Click the "Windows Explorer" item and uncheck the ""Disable Folder Options" box
(2nd from the top). If it's already unchecked, check it, click "Apply" then
