When using the search in Windows XP, it says there is no such file on my
drive C.
It's there in System32 folder.
Is Search programmed to NOT locate certain type files?

Yep, by default it doesn't search hidden files or folders or system files, to
change this click "All files and folders", then click "More advanced options"
and then select the first two check boxes.

Are you using a non-microsoft application to view the file? If so, it could
be set to show hidden system files, where as your system could be set to
conceal them.
In any case, my bet is it's probably related to system's file view settings,
so try opening up "my computer", opening the drop-down "tools" menu,
selecting "folder options", going to the "view" tab and there unchecking the
boxes concerning hidden files. See if it helps.
