Can someone tell me how to prevent the Control Panel from opening up in
folder view (i.e the folders icon in menu is "on"). I prefer the
"classic" side panel view. It doesn't matter what I do it always opens up
in folders view.

Open control panel---click on down pointing arrow next to 'control panel'
(upper left).
Then click on 'classic view'.
