decrement fix ?

Hello, When WindowsXP Home was installed (12/22/2004) there is a folder
called "decrement fix" that was installed. Location C:\Program
Files\temp\decrement fix.
This folder is empty and cannot be removed using delete.
What is it's use? Is it a left-over from some type of adjustment during
system install?

It's very unusual to find a Temp folder nested in the Program Files
tree. XP wouldn't create or use a path like that for installation or an
update. Probably some 3rd-Party app or maybe a form of Malware
is it's creator. I'd be inclined to run a few Security tools to verify the
PC is clean. As to removal, try to delete it from a Command prompt.

As far as I can tell it has never been used, shall delete and see what
