Default Browser check box question

I was confused about the Internet Options (Programs tab) that has the
check box for:

"Internet Explorer should check to see whether it is the default
browser"

If this is checked, does that mean Windows will popup a dialog box at
certain times? In what instances should this happen?

Or does it simply mean IE SHOULD BE the default browser from now on?

Yes, Internet Explorer will display this dialog when it senses that it's no
longer the default browser:

Internet Explorer is not currently your default browser. Would you like to
make it your default browser?
[-/] Always perform this check when starting Internet Explorer.

The above dialog is triggerred when one the following settings are modified
by a third-party browser:

"URL:HyperText Transfer Protocol"
"URL:File Transfer Protocol"
